Position Summary:
The Contractor shall provide skilled personnel and supervision to support logistical operations for Special Operations Forces (SOF) in support of CSOJTF-L J4 across various named operations and activities. Personnel will be assisting the Operational Contract Support Integration Cell (OCSIC), providing general operational contract support (OCS) planning, advice, administration, coordination, and maintenance of OCS information. This task will support OCONUS sites and activities in the CENTCOM AO, to include but not limited to Kuwait, Iraq, Syria, Lebanon, and Jordan.
Responsibilities:
· Research Task Force requirements packages.
· Develop/submit requirements packages for submittal into CARB and other OSC-related boards and working groups for action.
· Develop/submit contract packages for submittal into Paperless Contract Files.
· Track contracts from development to divestment.
· Coordinate requirements development between End User, Staff, Funding Offices, Contracting Offices,
· Property Book Managers, and other OSC-related Boards and Working Groups.
· Communicate with request for information to and from Contracting Offices, Task Force, Desk
· Officers, Local Vendors and Property Book Managers.
· Coordinate deliveries with Contracting Offices, Task Force, Desk Officers, Local Vendors, Property
· Book Managers, and CTEF warehouses/yards.
· Have awareness of the various vendor payment processes, and how payment methods effect the acquisition from development. This includes, but not limited to: GPC, EFT, and cash payments.
· Brief Central Command, US Special Operations Command, Special Operations Command-Central, 408th Contracting Sustainment Brigade, or other contracting entities on status of requirements.
· Update multiple OCS-related reports for a few different entities within the USG and DoD.
Required Qualifications:
· Individual must have 4 years minimum experience in acquisition or logistics
· Individual currently holds/previously held any or a combination of the following and has NOT had a gap exceeding one year performing direct contracting work involving USG Defense Department contracts.
o DAWIA Level II certification
o APDP Level II certified in contracting
o Contracting Professional Certification (Or ability to obtain the certification within 2 years)
o CCMA
o CFCM
o CPCM
o FAC-C Level
· Experience working as a contract specialist Comparable to GS-1102 series, or equivalent military AFSC/MOS.
· Individual could also have a combination from the following skillsets and/or operational backgrounds:
o Logistics: Demonstrated expertise in operational or multi-functional logistics. Understands staff procedures, the planning process, and requirements development. Comparable to GS-0346 series, or equivalent military AFSC/MOS.
o Civil Engineer: Demonstrated expertise in complex requirements development and programmatic synchronization; significant knowledge/experience in post-contract oversight. Comparable to GS-0810 series, or equivalent military AFSC/MOS.
o Other: Demonstrated expertise in managing contracts and/or complex projects. Comparable relevant DoD Civ series include GS-1101, GS-1910, GS-0340, and GS-0343; or equivalent military AFSC/MOS.
· Experience/ familiarity working with contingency contracting staff environment.
· Prior familiarity with Joint Publication (JP) 4-10 Operational Contract Support is highly desired.
· Experience/ working knowledge with drafting and revising PWS/SOW, quality assurance plans, and request for service contract approval (i.e., Letters of Justification, Independent government cost estimate, Request for Services Contract Approval (RSCA), and Requirements Approval Document (RAD))
