Position Summary:
Manages day-to-day operations and DLPT and OPI administration at the Testing Facility.
Responsibilities:
- The contractor shall coordinate, schedule, proctor, and administer foreign language proficiency testing of current and prospective Government and DoD employees as required. Foreign language testing includes but is not limited to: proficiency testing using the Oral Proficiency Interview (OPI) and/or the Defense Foreign Language Proficiency Test (DLPT) system, the Defense Language Aptitude Battery (DLAB), and various diagnostic and assessment tests.
- Defense Foreign Language Proficiency Test (DLPT) reading and listening tests, the DLAB, and various assessment tests are delivered via web-based testing at government’s language testing center on-site and other locations within CONUS as applicable.
- The contractor shall operate government-owned testing facility to accommodate agency language testing requirements. Manage a room to administer at least 12 computer-delivered, written, or combination computer and written proficiency, diagnostic, assessment or other language tests as applicable. This is a space where the administrators observe, coordinate, and facilitate testing.
- The contractor shall monitor and coordinate the use of designated private rooms with landline telephones to administer Oral Proficiency Interviews.
- The contractor shall provide appropriate Information Technology support, i.e., high-speed internet connectivity, smart board connectivity, projectors, etc., and conduct refresh/replacement of computers and equipment as needed.
- The contractor shall provide self- assessments of language skills to prospective employees and provide the assessment scores to the hiring officials. The assessments are delivered as a word document and the content and scoring criteria will be provided to the contractor.
- The contractor shall coordinate DLPT testing for Government/DoD employees outside the National Capitol Region (NCR) with other DoD testing organizations and provide testing authorization memorandums to employees. The contractor will schedule OPI testing for global employees based on tester availability and time zone considerations.
- The contractor may participate in DoD and IC expert groups related to proficiency testing as necessary per the approval of the COR and/or designated TPOC.
Required Qualifications:
- 6 years of relevant experience and a bachelor’s / 8 years of relevant experience and an associate’s / 10 years of relevant experience and a high school diploma
- Must be willing to undergo a counterintelligence polygraph
- DoD Certified Test Administrator
- Advanced proficiency in utilizing the latest Microsoft Office Suite.
